Chain of Responsibility: Everything You Need to Know

If you work in the civil infrastructure industry, or if you deal with or influence people in the transport supply chain, then you need to know about the Chain of Responsibility (CoR).

What is CoR?

The CoR is a set of laws and regulations that are designed to improve safety on Australian roads. It is based on the principle that everyone in the transport supply chain has a role to play in preventing accidents.

Why is CoR important?

The CoR is important because it helps to reduce the risk of road safety incidents. By holding everyone in the supply chain accountable, the CoR encourages businesses to take steps to improve safety, such as:

  • Ensuring that vehicles are properly maintained and loaded
  • Ensuring that drivers are properly trained and rested
  • Managing fatigue effectively
  • Planning routes carefully and avoiding unsafe practices

What are the key elements of the CoR?

The CoR covers a wide range of topics, including:

  • Vehicle safety and maintenance: Vehicles must be properly maintained and loaded to ensure that they are safe to operate on the road.
  • Driver fatigue management: Drivers must be properly trained and rested to avoid fatigue-related incidents.
  • Mass, dimension, and loading: Vehicles must be loaded correctly to avoid overloading and other hazards.
  • Speed management: Vehicles must be driven at safe speeds, particularly in hazardous conditions.
  • Work health and safety: Transport businesses must have a Work Health and Safety Management Plan in place to protect their workers and the public.

How does the Chain of Responsibility impact the civil infrastructure industry?

The civil infrastructure industry relies heavily on road transport to move materials and equipment to and from construction sites. This means that many businesses in the industry are subject to CoR.

Some examples of how CoR can impact the civil infrastructure industry:

  • A civil construction company may be responsible for ensuring that the vehicles transporting its materials are properly maintained and loaded.
  • A concrete supplier may be responsible for ensuring that its drivers are properly trained and rested.
  • A plant hire company may be responsible for ensuring that the equipment it hires out is safe to operate and that its customers are aware of the risks involved.
